Draft: Issue #11502: Remove code to resize filters separately to fix undo after crop/resize

Cheesequake requested to merge cheesequake/gimp:cheesequake/fix-undo-resize-for-filters into master

Requires some testing, but removing this code block seems to fix the issue of undo after crop, possibly due to improvements in NDE and how filters generally work. Filters could resize on their own without the need of manual resizing?
