Draft: app: fix #11626 Language selection: name for ckb shows up as ???

This adds a more than 1 second delay at startup, which is the reason I put this up for review.

Since we only have one language from 639_3 at the moment, another option would be to manually add that. But in that case, we would also manually need to add any further 639_3 languages that get added in the future.
