Fixes #11000: Cut now clears out the selection properly

Cheesequake requested to merge cheesequake/gimp:cheesequake/fixed-cut-clearing-issue into master

The gimp_item_mask_intersect() function was not called, causing the mask to not sync with the filter. Also fixes #10837 (closed) , and filters now work on selections without having an offset.
