path enhancements

A step towards an enhanced path experience. This merge adds a new, right-click, menu element when creating a path "New Path".
Which sets up the next path as if a New Path was added.

This lets the user quickly create lots of small individual paths.

There is also a visibility option on the Path tool, new paths are visible by default, uncheck it and save tool preferences to keep paths invisible by default.

There is also a locked handles option on the Path tool, keeps the anchor handles symmetrical when on.
