Warp tool ignoring chain link between layers feels counter-intuitive and can be a big nuisance

Description of the bug
The warp tool seems to completely ignore any chain links between layers. To me that feels quite counter-intuitive since warping is more of a transform/move operation rather than paint IMHO and most of the other transform and move and scaling stuff observes this link. Beyond the question of intuitiveness I also find it to be a big nuisance in many of my more complex projects. Not being able to warp multiple layers together without them getting completely disconnected is just super limiting sometimes. Repeating the warp on all layers manually obviously will leave lots of detached points and tons of extra work just to get it all to line up again, which will also then produce more artifacts and blurriness when fixing, and it's an all around bad time.
Reproduction
Is the bug reproducible? Always
Reproduction steps:
- Add two layers to an image, fill them with something where you can see patterns and the upper layer is transparent. E.g. a grid for both.
- Click chain link symbol for both layers to sync up the basic transform and placement operations, which will e.g. also link up scale
- Click the "Warp Transform" icon
- Do a warp operation on the upper layer
- (optional) Click "Rectangle Select Tool" or some other icon to finalize the warp operation
Expected result: either already during preview, or the very latest the finalized final applied operation, both layers are affected in the same way
Actual result: only the layer directly active is warped, the other one despite the chain link is not
