Tool-tips appears immediately, even after a click

Description of the bug
When the cursor waits and the tool-tip appears, the UI seems to a enter a tool-tip mode. This means when the cursor moves over another item it's tool-tip appears immediately. This is all good and what you'd want.
However if the mouse is clicked, the tool-tip mode should end and the tips should not appear almost instantly. As this can be quite distracting as you work.
Reproduction
Is the bug reproducible? Yes
Reproduction steps:
- Start GIMP, Hover over the Move tool until the tool-tip appears
- Click the Move tool button
- Tool-tip disappears and then immediately pops back (the bug).
Expected result: Tool-tips appears after a pause when UI is not in a tool-tip mode.
Actual result: Tool-tips appears immediately even after a click.
Additional information
If the button has been already been clicked, is active, then the tool-tip does not pop back up after a click, step 3. However, if you float the cursor over nearby buttons tool-tips do pop up quickly.
