Selection Does Not Work

Description of the bug
Multiple long-standing XCF files I have are experiencing a recurring issue where no form of selection works. The selection tool does not work, nothing under the Select menu works, right clicking a layer and clicking Alpha to Selection does not work, I cannot even copy the layers to a new XCF file to "refresh" it. All layers are visible, none are linked, all three of "Lock pixels", "Lock position and size", and "Lock alpha" are turned off. View -> Show Selection is turned on. Closing and re-opening the program does not resolve the issue. Occasionally it will begin working for just a few moments at best before returning to non-functioning. There seems to be no pattern to what causes it to begin working.
As an extension of this issue, the moment I attempt to select any region of the image, I can no longer make any modifications via tools such as paint bucket and paint brush until I close and re-open the program.

Is the bug reproducible?
Always for my XCF files.
Reproduction steps:
- Open the XCF file
- Attempt any form of selection on any layer
- If using the selection tool, attempt to switch tools

Expected result: Selection is made. Able to manipulate image using this selection.
Actual result: No selection is made. If using the selection tool, the selection un-exists immediately upon switching tools.
