Dying plug-in may have messed up GIMP's internal state

Description of the bug
The Error Console shows the following:
GIMP Error
Calling error for procedure 'gimp-item-is-layer':
Procedure has been called with value '1020' for argument 'item' (#1, type GimpItemID). This value is out of range.
GIMP Error
Plug-in crashed: "file-png.exe"

The dying plug-in may have messed up GIMP's internal state. You may want to save your images and restart GIMP to be on the safe side.
GIMP Error
Saving 'D:\my_file.png' failed:
Procedure 'file-png-save-defaults' returned no return values
Reproduction
I am not sure how this actually happened.
Expected result:
No error messages; Why does procedure 'gimp-item-is-layer' not check for invalid inputs?
Actual result:
The error message above.
