'Select All' doesn't always
GIMP version: 2.10.32 Operating System: Win 10 64bit
Reproduction steps:
- Use keyboard shortcut CTRL/A to attempt to select all
- It doesn't always work (seems to be dependent on what tool is currently selected)
Expected result: Select All
Actual result: Doesn't always 'select all'

I've found this to be frustratingly present for so long but never reported it. I occasionally press CTRL/A on keyboard to select all to maybe apply a filter or other operation but often find it doesn't select all and often the last selection I made is still in effect.
For example I might be using something like the Clone tool on a user-defined selection area and then I press CTRL/A hoping it will now switch to select all (as the name implies) but any operations still only work on the previously defined area. So I have to then switch tools to something like the lasso or rectangular selection tool, at which point it finally does 'Select All' when I then press CTRL/A.
I would expect CTRL/A to take effect at any point, regardless of what tool is currently in use - is this not the expected behaviour?
