Paste as new image uses the full canvas instead of just the copied selection

Description of the bug
In previous versions of GIMP, when you copy part of an image (ctrl+c) and then paste as a new image (ctrl+shift+v), it would create a new image of just the copied selection. In 2.99.14, the new image has the entire canvas area of the original image. I don't know if this is on purpose, but it seems like a regression to me.
Reproduction
Is the bug reproducible? Always
Reproduction steps:
- Open an image
- Select part of an image
- Copy the selection (ctrl+c)
- Paste as a new image (ctrl+shift+v)
Expected result: New image of just the copied selection.
Actual result: New image of the entire canvas area of the original image and the copied selection in place.
