Layer scaling (direct or via Layer to Image Size) either does nothing or changes the image size rather than the layer size

!Layer scaling does not seem to work at all. I have 4 screenshots. Description of the bug
- The first screenshot shows the original image.
- The second screenshot shows the result of applying Scale Image to the original image. The image is unchanged after applying Layer to Image Size after applying Scale Image.
- The third screenshot shows the result of applying Scale Layer to the original image.
- The fourth screenshot shows the result of applying Layer to Image Size after applying Scale Layer.
As you can see from the screenshots, the results of layer scaling are not as expected in any of the three cases.
Reproduction
Is the bug reproducible? I have reproduced the bug on my machine multiple times with different files without encountering any cases where the bug is not reproduced.
Reproduction steps:
- Load file.
- Scale Image.
- Layer to Image Size. OR
- Load file.
- Scale Layer. OR
- Load file.
- Scale Layer.
- Layer to Image Size.
…
Expected result: Layer and image boundaries should be identical.
Actual result: Layer boundaries remain unchanged and different from the image boundaries. In the final case (scale layer + layer to image size), the final step converts the alpha channel to the background color (not just white).
