.cur not the same as the source PNG

Description of the bug
I created a " Normal " .cur for Windows 10. It was made in Inkscape (exported as PNG) and was white with a black outline. There was some shear in the .cur file when I used it in Windows 10 as a cursor. The shear was however limited to the black outline. As if the white broke through the black stroke.
Reproduction
Is the bug reproducible? I tried a couple of times using PNG, but the same result.
Reproduction steps:
- Create a normal.cur with black outline
- Use mouse settings in Windows 10 to add it as the main cursor
- You will notice that the outline is not perfect

Expected result: .cur looks just the same as PNG
Actual result: .cur is broken when compared to the PNG
