If network drives are not connected, there is a timeout before opening a local file

- GIMP version: 2.10.30
- Package: Installer from gimp.org
- Operating System: Windows
I am running Windows 11. I have mapped some directories from my desktop computer to network drives on my notebook. When the desktop computer is not running and I try to open a local file on my notebook with GIMP, I have to wait about 40 seconds. The same is true when I export a file to the local drive. Why does GIMP work with network drives when it should only work with local files? This is very annoying! Description of the bug

Is the bug reproducible? Always
Reproduction steps:
- Map a network drive from another computer in the network
- Shutdown the other machine or disconnect it from the network
- Try to open a local file or try to export a file
…
Expected result: Open and save should work immediatly, not with a delay of more than 10 seconds
Actual result: A delay of 40 seconds on my machines (several disconnected network drives)
