Guide users into installing the local help, from GIMP itself

Description of the bug
Why is it so difficult to get local help. Instructions on doing this do not work. I do not want to be online while I am working with GIMP. Without off-line help, I have to choose a different tool, one where the authors feel the user should be able to get help when he needs it. Failure to make off-line help READILY available makes GIMP useless. Error messages and useless redirections do nothing to solve the problem. Why wasn't the offline help installed with the software? Why does clicking on HELP get a response "Not installed" but provide no way to install it? I am deleting GIMP and finding a tool that I can use.

Actual result: "Look somewhere else for help; we have no intention of allowing you to use offline help."
Additional information: GIMP is useless to me, and probably many other potential users, without offline Help. BTW, the tutorial for floating logos is not what I see, and again useless, as soon as I get to the window that is supposed to show the layers the first time. I guess there is a reason why GIMP is free. Professionals would not have these kinds of issues with Help and tutorials.
