transform lost when converting floating selection to a new layer

Description of the bug
using the unified transform tool on a floating selection is possible,
however the transform is lost if you convert the floating selection to a new layer.
Reproduction
Is the bug reproducible? always
Reproduction steps:
- create a selection and fill with black
- copy and paste to create a floating selection
- use the unified transform tool to position and rotate the floating "layer"
- right click the floating layer->to new layer
…
Expected result: transform is kept
Actual result: transform is lost, cannot be recovered using undo
Additional information
This is a frequent pain for me, if I forget to create as new layer first, then the time spent carefully transforming a floating selection is lost and cannot be recovered
