Failure to open dicom (.dcm) file

Environment/Versions

• GIMP version: 2.10.24 (revision 3)
• Package: Installer from gimp.org
• Operating System: Windows 10 Home

Description of the bug

When I try to open a dicom file on a Windows 10 Home system, I get a pop-up error window containing the following text: GIMP Message

Plug-in crashed: "file-dicom.exe" (C\Program Files\GIMP 2\lib\gimp\2.0\plug-ins\file-dicom\file-dicom.exe)

The dying plug-in may have messed up GIMP's internal state. You may want to save your images and restart GIMP to be on the safe side.

Opening 'C:\downloads\ARK\NEWBERRY_WAYNE_254565\1.dcm' failed: Procedure 'file-dicom-load' returned no return values

Reproduction

Is the bug reproducible? Always

Reproduction steps:

1. Open GIMP 2.10.24 (revision 3).
2. Click File > Open.
3. Navigate to a .dcm file, select it, and click Open.

Expected result: The file should open in the GIMP main window.

Actual result: I see the error message described above and the file does not open.
