Conflicting Mutex - Spotify will not run when Gimp is active.
Environment/Versions
- GIMP version:All versions since 2018 including 2.10.18
- Package: <!--[flatpak? PortableApps installer.
- Operating System: Windows 10, all versions since at least 2018 including the current build Version 10.0.19041 Build 19041.
Description of the bug
When GIMP is running either full screen, windowed, or minimized the Spotify Windows 10 app will not launch. Instead it silently fails without reporting an error. When GIMP is shut down and is not running then the Spotify Windows 10 app will launch and run properly.
I suspect that both GIMP and Spotify are using the same Mutex name and GIMP is thus preventing the Spotify app from running.
When Spotify is running in a web browser instead of using the Windows app even though the app is installed, this problem does not occur.
Reproduction
The bug is always reproducible.
Reproduction steps:
- Run Spotify on Windows 10.
- After Spotify is running attempt to launch the Windows Spotify app
- Spotify silently fails to launch and the Start Menu where it was launched from pops back down in an instant.

Expected result: Spotify should appear on screen.
Actual result: Spotify fails to appear on screen when Gimp is running.
