Sane and XSane plugins don't work when installing via Flatpak

Description of the bug
GIMP can't scan using Sane/XSane when GIMP is installed via Flatpak. It does not detect the presence of those packages and does not install them internally. Therefore, on File > Create, there's no option to scan documents.
Reproduction
Is the bug reproducible? Always
Reproduction steps:
- sudo apt-get install sane xsane
- flatpak install flathub org.gimp.GIMP
- flatpak run org.gimp.GIMP
- Click File > Create …
Expected result:
- During GIMP loading, see installation of sane and xsane plugins.
- When clicking File > Create, should see XSane and xscanimage menu items, which allow capturing image from scanner documents.
Actual result: None of these happen.
Additional information
After flatpak uninstall org.gimp.GIMP
and sudo apt-get install gimp
, everything works.
