Windows GIMP Installer 2.10.24 picks wrong drive

GIMP Installer tries to select a drive that was no longer available on my Windows machine. I had removed this drive years ago, and somehow the installer knew about it. The Installer had no way to recover from this, and I was unable to select the actual drive I wanted to install to. I had to use PowerShell to open the .exe and select the drive of my choice via ` .\gimp-2.10.24-setup-2.exe "/DIR=C:\Program Files\GIMP 2.10"`. Is the bug reproducible?
- Install GIMP on drive M:\
- Remove drive M:\
- Try to install GIMP again via Installer .exe on drive C:\
Expected result: Installer will let the user select the appropriate drive.
Actual result: Installer fails to install and does not allow the user to select a drive.
