Canvas layer is still active even after deselecting everything in Layers dockable dialog

Description of the bug

Reproduction

Is the bug reproducible? Always

Reproduction steps:

0. Open attached image
   • Or create new image
   • Add 2 new layers
   • Fill layers with different colors (just to differentiate between them) and name appropriately
   • Crop/resize layers to make them smaller than image
1. Select one of the layers (or Layer pink if testing on attached image)
2. Deselect it by ctrl+click
3. Activate Bucket fill tool or Paintbrush tool or Crop tool
4. Use tool on canvas

Expected result:

• No selected layers.
• Canvas items don't have yellow/green/etc border.
• Tools which require non-zero active layers/drawables refuse to do anything and display appropriate message (like 'no layers' or 'no drawables')

Actual result: Tools which require non-zero active layers/drawables continue to behave as if layer/layers/drawables is selected.
