Off canvas guides

Description of the feature
currently Guides can be created only on canvas. This is a bad restriction.
Use cases
Most of the times, when working with layers, my layers go off canvas. And guides cant be created there.
Comment:
When u add features, dont impound them to canvas
Free them!
