fontconfig's CACHEDIR.TAG is created in a strange folder location

Description of the bug
Gimp Version 2.10.22 is producing a folder named "a" on my dedicated data drive when the program is opened and then immediately closed. If I drill down the folder structure, I eventually reach the file CACHEDIR.TAG in the sub-folder d:_temp\msys\msys64\var\cache\fontconfig. This folder also contains a file with a long alpah-numerica file name (ef9c9ad8cc...)

Expected result:
No folder named d:\a
Actual result:
Folder d:\a is created
