offer normalized scale for histogram dock
Histogram dock scale: 0.0-1.0 vs 0-255
With GIMP 2.10, many color selector/display widgets have been generalized from the 0-255 scale to optionally using normalized scale 0.0-1.0, because of better 16 bit and 32 bit support IIUC.
But the histogram dock still uses only 0-255. This might still make sense for the RGB channels of a 24 bit image. But not for the lightness/value/tone or the luminance display (which are always 0-100 in the color picker), and also not for the color channels of images with higher depth.
So please support choosing between unnormalized and normalized scale, or switch to normalized for value and luminance automatically.

It's not obvious what 255 should mean for value or luminance, it's even less obvious for images of higher color depth, and 255 scale is not easy to compare with the values you get from the color picker etc.
