libfftw3-3.dll interference - probably by one instance installed with QGIS

Description of the bug
Upgrading from an older version of Gimp on my desktop, everything worked perfectly. Upgrading from the same older version of Gimp on my laptop, I receive an error message indicating
"The program can't start because libfftw3-3.dll is missing from your computer. Try reinstalling the program to fix this problem"
Performing a search on my desktop (working Gimp), libfftw3-3.dll is listed in the Photoshop subdirectory, but not in any Gimp directory.
Photoshop was never installed on the laptop, which explains why I receive this message.

- Launch Gimp
- Receive error message
- Program launches, but I don't trust it....
