gimp doesn't scale transparent blurry images properly
GIMP version: GNU Image Manipulation Program version 2.10.20
Note: bug reporters are expected to have verified the bug still exists either in the last stable version of GIMP or on updated development code (master branch).

Description of the bug
When scaling down blurred images with transparent background, the blur shrinks right back while scaling and expands after scaling as if it is some sort of blur preserving operation. I don't think this is a desired operation and it seems that it can't be replicated on other versions, and suggestions that it could be a bug from the community: https://graphicdesign.stackexchange.com/questions/141101/gimp-2-10-20-issue-with-scaling-blurred-images
Reproduction
Is the bug reproducible? Always Reproduction steps:
- add a new transparent layer
- paint something on it
- filter > gaussian blur with some distinguishing(large enough) x and y values
- tools > scale(or even uniform transform tool)
- at this point the defect should be visible , try applying the scale value and see the blur jump back.

Expected result: no blur should be preserve, the image should just normally scale down.
Actual result: I don't think the blur is 'preseved' but it has a similar unwanted effect.
