Error when opening j2k image (Couldn't decode)

Description
I tried to load the sample images from openjpeg.org (http://www.openjpeg.org/index.php?menu=samples). GIMP copes with all images but one: http://www.openjpeg.org/samples/FacadeERR.j2k
Image characteristics : 1850 x 2160 (3 components, 8 bits per component) Original image: [pnm] [bmp] (11992 K) Compressed image with purposely added errors: [j2k] (2124 K)
GIMP message: Opening '/home/sclaes/Documents/misc/openjpegdotorg/samples/FacadeERR.j2k' failed: Couldn't decode '/home/sclaes/Documents/misc/openjpegdotorg/samples/FacadeERR.j2k'.
There is also a similar problem with a jpeg 2000 image I downloaded from: https://download.agiv.be/Producten/Detail?id=602&title=Orthofotomozaiek_kleinschalig_zomeropnamen_kleur_1979_1990_Vlaanderen
Click on "Downloaden" and select the first zip
OKZRGB79_90VL_K01.zip (64 MB) This zip file contains a subdirectory JPEG2000 and in that subdir there is an image: OKZRGB79_90VL_K01.jp2
My suspicion is that it also contains some errors and that GIMP can't handle those errors...

ps: how do I know which plug-ins are installed? It is possible that the jpeg 2000 image is handled by a plug-in but I have no idea how I could check if that's true... I certainly didn't install any plug-ins myself.
