"Guides" menu item not shown in "Image" menu

GIMP version: 2.10.20

Note: bug reporters are expected to have verified the bug still exists either in the last stable version of GIMP or on updated development code (master branch).

Description of the bug

There is no menu to create guides anymore. It used to be in the "Image" tab but it's not there anymore. This persists after re-installing the software

Is the bug reproducible? Always

Reproduction steps:

1. Open an image
2. Click the "Image" tab
3. There is no "Guides" options anymore

Expected result: To find a "Guides" option so I can make precise guides

Actual result: The option doesn't exist
