Wayland: "gimp-2.99 wants to inhibit shortcuts" on first click in canvas

Description of the bug
A Wayland popup asks us permission to "inhibit shortcuts". That happens because GIMP tries to grab the keyboard. @carlosg thinks that the idea of grabbing the keyboard "is dubious from the start, only should be needed if you want to handle keys that would be handled by the wm".
So maybe even on X11, we should not do this. Why do we need to grab the keyboard?

Note that whether we accept or refuse, the popup never appears again during a same session of GIMP (so if something gets broken without accepting, we can't change this until we restart GIMP). Anyway we should probably look into removing any kind of keyboard grab and if really something needed such grab, look into why and how to do without.
