GIMP can't save to "Pictures" Directory under Windows 10 if the Windows 10 Protected Folders feature is enabled unless the user grants permissions to do so

Description of the bug
I upgraded GIMP from 2.10.XX to 2.10.18, and I can't save to my "Pictures" directory. Note: Windows updates may have occurred in between the time I was running 2.10.XX and 2.10. 18 (many months between usage of older version, then upgrade to 2.18, and try to edit some old projects)
Windows 10 Pro, 1903. Windows GIMP stable release 2.10.18.
I can open GIMP and load files, but can't save them back to the same directory. A direct save to the none shortcut pictures path (S:\Kevin\Pictures) also fails under GIMP. I can load/save them to my Desktop. I went to both "Pictures" and S:\Kevin\Pictures and opened up permissions. Same behavior
Other applications have no trouble accessing the directories, either through "Pictures" on file manager, or the direct S:\Kevin\Pictures route. I even saved the screen shots attached to the directory in question, and snipping tool has no issue saving there.
It seems to be the new "Protected Folder" access feature in Windows, but very confusing as to how to fix. You might want to put some directions in the install to open access to GIMP. I'm still not to sure how I got it done, but I seem to have gotten it to work after clicking a bunch of things linked to a Windows notification that finally popped up.

Reproduction steps:
- Right click on file in Pictures directory, Open with Gimp OR open Gimp, file open ,navigate to Pictures, click on file (jpg or xcf)
- Save - see picture
- Some time later, I finally noticed the Windows notifications, opened and clicked on a bunch of "let GIMP do this" buttons, and now it works
