Installing GIMP 2.10 on top of existing 2.8 installation leaves broken context menu entry

Note: bug reporters are expected to have verified the bug still exists either in the last stable version of GIMP or on updated development code (master branch).

Description of the bug
#2216 Same exact issue from previously reported bug that was previously closed, but wasn't fixed.
Summary: installing GIMP 2.10 on top of an existing 2.8 installation fails to update the systemfileassociation registry key associated with the context menu.
Computer\\HKEY_CLASSES_ROOT\\SystemFileAssociations\\image\\shell\\Edit with GIMP\\command => "C:\\Program Files\\GIMP 2\\bin\\gimp-2.8.exe" "%1"
Since gimp-2.8.exe is no longer present, the context menu opens up an intermediary pane asking how you want to open the file every single time you use the context entry.
Reproduction
Is the bug reproducible? Always
Reproduction steps:
- Install GIMP 2.8
- Install GIMP 2.10 on top of the existing GIMP 2.8 installation
- Right click and select "Edit with GIMP" in the context menu
- Receive "How do you want to open..." selector pane
Current winver is: 1909 (OS Build 18363.720)
Expected result:
"Edit with GIMP" context menu will open the image to be edited in GIMP.
Actual result:
"Edit with GIMP" context menu is pointing at a no longer existing file and isn't redeclared by GIMP 2.10 installer, so is left pointing at a bad executable target.
