Smoothing "grayed-out" in a unclear way for JPEG export

Description of the bug
I think this is a bug: When exporting an image as JPEG using advanced options, the "Smoothing" slider is available for 4:4:4 subsampling, but gets grayed out for any other subsampling mode. I think many versions ago "Smoothing" was available for any subsampling mode. Also, you can set the slider in 4:4:4 subsampling, and then switch the mode, and the slider does not jump back.
Reproduction
Is the bug reproducible? Always
Reproduction steps:
- Have some image (loaded or created)
- Use "File->Export"
- Select JPEG format
- Enable "Advanced options"
- Switch to subsampling 4:2:2 (e.g.)
Expected result: Slider "Smoothing" should be available
Actual result: Slider Smoothing gets deactivated (grayed-out)
Additional information
Actually I don't know how "Smoothing" is related to "Subsampling", but I guess it should apply to any mode.
