GIMP startup SLOW due to failed access to oscp-router0[12].gnome.org

Description of the bug
GIMP starts, but displays blank (all white) window for about 20 seconds, then splash appears and GIMP continues normally. Further: Clicking on "Check for updates" freezes GIMP for about 20 seconds.
Reproduction
Is the bug reproducible? Always (assuming the destination server is broken)
Reproduction steps:
- Start GIMP
- or
- After GIMP starts, go to Help > About GIMP > Check for updates

Expected result: Start up with splash screen immediately displayed.
Actual result: ~20 second delay/lockup
Additional information
Problem found with Sysinternals Process Explorer network status for the GIMP process at start. Can fix by blocking all GIMP outbound access with firewall rule. Browser access to oscp-router01.gnome.org or oscp-router02.gnome.org yields a service not available error. Why is this network attempt being made? How can it be disabled (other than at a firewall)?
