Bug/Feature: Reduce minimum frame delay? (suspect: /plug-ins/common/file-gif-save.c)

Bug Details: When saving/exporting a .gif file with a 10ms frame-delay, the delay renders as if 100ms, but yet GIMP reports a "10ms" delay.
Is the bug reproducible? Very, can always reproduce
Reproduction steps:
- Create an animation using 10ms delay, with at least more than 50 frames.
- Export the animation
- Open the animation in any other renderer and shake your head in disdain. (Note: Step 3 has optional parts, other reactions are acceptable too.)
Expected result: a 60-frame animation that has a 10ms delay should complete in 0.6 seconds.
Actual result: The 60-frame animation reports a 10ms delay, but completes in 6 seconds.
