[Free Select Tool] functionality bug with Ctrl/Shift combination

Description of the bug
Free Select Tool functionality bug. The Ctrl/Shift combination used to work to constrain angles et.c.
Its behavior "is supposed to be"/was before 2.10.14 just as the brush/pencil tool variants
Now it seems to Switch to the alternative modes of the Free Select options (Add to current selection / Remove from currently selection) and it then gives a failure tooltip when you try to click anywhere.
*Ctrl = Cannot Subtract from an empty selection *Ctrl+Shift = Cannot Intersect with an empty Selection

Is the bug reproducible? Always
Reproduction steps:
1.Pick Free Select Tool

Click one anywhere to start the selection process

Hold Ctrl or Shift (or both) and try try to click anywhere.

Expected result: The free select tool (after the first click to engage it) should allow me to hold Shift to draw between the points AND hold ctrl to constrain the angles of the tool.
Actual result: The tool tries to switch tool Modes which doesnt work, and as such prevents me from click anywhere.
Additional information
Holding Shift actually "works" but not as in earlier versions and it seems to lag GIMP to the point I think its about to crash.
