EPS figure cut off when opened

Description of the bug
I have some eps files that I generated with matplotlib. When I open them in GIMP, the edges of the image are trimmed. However, if I import the eps into Inkscape, or render it in a pdf via latex, the entire image is visible, though in inskcape the image doesn't fit within the canvas. However, it is possible to scale the whole image and move it within the canvas.
If I resize the canvas or layer in GIMP, the edges of the images are still just gone. It seems like when the eps opened, it is just cutting off part of it.
It may be something in the eps file that matplotlib is generating, but the entire image is in the eps, as I can see it in other programs.
