Path locks do not restore

GIMP version: 2.10.6

Operating System: Windows 10

Package: PortableApps.com

Summary: My XCF files contain many paths that I don't want accidentally destroyed (by me!). To mitigate the risk, I've been diligently setting both lock options (strokes and position) per path. Unfortunately, all my locks kept getting unlocked. Why? I didn't know why at first, but, I tested a hunch, and discovered that (re)opening a file unlocks all paths.

The bug is either the locks aren't persisted, or persisted but not restored.

Is the bug reproducible? Always

Reproduction steps:

  1. Create a path.
  2. Lock the path.
  3. Save image.
  4. Close image.
  5. Reopen image.
  6. Verify lock(s) on path are unset.

Expected result: Previously locked paths should be locked.

Actual result: Previously locked paths are unlocked.
