Exporting PS-like TIFF with multiple layers

Description of the bug
This bug occurs when exporting to multi layer TIFF files. When exporting something to a multi layer tiff file (checking the save layers checkbox in the export image dialog) the individual layers are saved as tiff pages instead of tiff layers, resulting in an unviewable image in multiple image viewing programs (e.g. eye of gnome only displays the bottom layer, i.e. the background). Additionally these pictures are not usable in word processing or typesetting software (e.g. LaTeX).
Workaround
An existing workaround at the moment is to save into a flattened tiff file. Not really an ideal solution since it removes (sometimes) precious information.

Reproduction steps:
- Create an image utilizing multiple layers
- Export it as TIFF
- Check the Save Layers box
- Done
Expected result: Export to a multi layer TIFF file
Actual result: Export to a multi page TIFF file
