Histogram editor: channel selection is modified unexpectedly

Description of the bug
The selected channel in the histogram editor is modified unexpectedly by filters or tools.
Reproduction steps:
- Open the dockable histogram editor.
- Open an image. Optionally add an alpha channel to the image.
- In the histogram editor choose channel Luminance or RGB. If you added an alpha channel in step 2, then you can also select Alpha.
- Open the Curves dialog and watch the channel selector in the histogram editor.
Expected result: GIMP keeps the channel selected in step 3.
Actual result: GIMP sets the channel selector to "Value". This is unexpected.
Additional information
It also happens with other tools from the Colors Menu or with filters.
Enhancement: It would be good if we had the possibility to change the Luminance in the Curves and Levels dialog.
