Allow assignment of file extensions handled by GIMP

Description of the feature
In the past GIMP had been very conservative registering itself as file type handler. The current version 2.10.12 registered itself for all image types like .jpg, .png, etc. (e.g. HKEY_CLASSES_ROOT.bmp\OpenWithProgids) it seems. Some users might prefer the operating system defaults, or the handlers that are currently registered.
Ideally GIMP should ask when installing or upgrading which file types ("extensions" in Windows) to associate itself with. In any case the pre-existing assignments should be saved somewhere. At least there should be a settings dialog allowing to "undo" GIMP's associating with file types.
Use cases
You want to view some image quickly: If GIMP is associated, it can take quite some time until GIMP has loaded the first time.
You had some special app associated with some image types, and you want that app (not GIMP) to open the files by default.
You want to uninstall GIMP (for whatever reason)and you'd like to have your previous file type associacions restored.
