Missing "Allow Resizing" dialog checkbox for Drop Shadow

Description of the bug
Hello, This feature worked fine for years in an older version of Gimp, (I think it was 2.0.0). I recently upgraded to 2.10.10 and then 2.10.12 in Windows, and 2.10.12 in Ubuntu, and the "Allow Resizing" checkbox is missing from the Drop Shadow dialog in all three. This renders Drop Shadow useless. Indeed, Drop Shadow now truncates the shadow at the boundaries of the layer being shadowed. This MIGHT be related to somebody else's previously reported bug of the shadow dropping in the currently active layer, rather than it's own new layer, but I don't know. With the appropriate dialog checkbox missing, it just looks to me like a whole section of Gimp code has been chopped off. I sometimes manage to fake a drop shadow, with desaturated/smudged copies of the layer being shadowed, but it's time consuming and ain't pretty.

Reproduction steps:
- Create a layer on an image in Gimp
- Go to Filters > Light and Shadow > Drop Shadow
- Observe that the "Allow Resizing" checkbox is missing
- Drop it anyway, see a mess.

Expected result: nice layer of shadow under the current active layer
Actual result: Shadow truncated at the boundaries of the current active layer. Not something worth merging down or saving.
