First start logic does not take into account opening multiple files

Description
- install GIMP 2.6.11
- select multiple image files in Windows explorer
- right-click and choose "edit with GIMP"
- this will display the same error message multiple times (the amount of selected files minus one)
- the error message says it tries to create the ".gimp-2.6" directory in the user home directory but it already exists
Apparently it tries to create this folder for all the multiple files I selected. Therefore it only succeeds for the first file and gives this error for the other files.
Since this is a valid use-case I did not expect to see so many errors popping up on first use. I can imagine that for a simple user this is not the best possible first experience :-).
