The global "No thumbnails" option in Preferences > System Resources > Image Thumbnails is obscure

Description of the bug
When exporting a 1 bit tiff compressed (Group4), an uncompressed bitmap is appended to the output, increasing the file size.

Reproduction steps:
- Create an image in Gimp
- Scribble or type on it
- Convert it to a 1 bit image
- Export as TIFF, compressed, G4
Expected result: A compressed file of small size with no large blocks of uncompressed data in binary view.
Actual result: When inspecting the TIFF output in a hexdump/hex editor, there is a quantity of uncompressed bitmap data following the compressed section.
Additional information
Removing the uncompressed data in a hex editor and re-saving the much smaller result produces a compressed TIFF as you would expect from the Gimp export.
