Rotation of 90 degrees multiple should not cause blurriness
Related to #1761
The rotation of an image is expected to introduce some blurriness but the rotations of multiples of 90 degrees should be an exception. Instead it also decrease the quality of the rotated area.
For example, this is a rotation of a copy-and-paste by exactly 90.00 degrees:
There is workaround for having a non-destructive 90 degrees rotation, but it works just for the whole image: "Image > Transform > Rotate 90° clockwise".
