Error with move tool when holding ctrl while "move the active layer" is selected but not "Pick a layer or guide"

Description of the bug
Sorry for the long title. I keep encountering an error that is quite annoying but mostly I just ignore it and keep working. But I figured out what is going. I kept getting an error where while holding ctrl then trying to move a layer the error panel would pop up saying that there was not a path to move.
Reproduction
Is the bug reproducible? Always
Reproduction steps:
- Select the move tool.
- In the tool options select layer in the move options.
- Under Tool Toggle select "Pick a layer or guide".
- Make sure that there are no guides on the canvas.
- With the mouse over the canvas hold ctrl and try to move any layer.
- The curser should show a crossed out circle indicating that you can not do anything.
- Now under Tool Toggle select "Move the active layer"
- Again make sure that there are no guides on the canvas.
- With the mouse over the canvas hold ctrl and try to move any layer.
- The Error panel should tell you that there is no path to move.
Expected result: The cursor should indicate that you can not move a path because there is no path on the canvas. If you perform the steps above while there is a path on the canvas then the path should be moved.
Actual result: When "Move the active layer" is selected the cursor does not indicate that there is no path to move but instead it throws an exception(I assume).
