Perpetual move cursor
Description of the feature
I think Gimp should adopt the implementation of the the perpetual move cursor like Blender's got.
Like most users, I find myself struggling sometimes to move around the image when I'm really zoomed-in in order to fix some artefacts, specs etc that are sometimes all over the image.
Whether I use space bar + mouse movement or middle mouse button to move around I loose much of my time returning the cursor back to the position from where I can drag again.
This could be solved very nicely by having a perpetual move cursor and it's a killer feature to have anyway.
To clarify, it's actually a cursor that can pan in any direction indefinitely.
When a cursor hits the edge of the "viewport" while panning it will show up on the translated opposite edge of the viewport and keep panning. So you can pan as long as you can move your mouse on your desk, the cursor doesn't care.
Basically it won't stop panning when the cursor hits the edge of the screen as it does currently and you won't need to stop panning, move the cursor back and begin panning again as it works currently.

Use cases
The use case for this should be obvious to anyone but where it really helps is as soon as you zoom in to like 2 or 3 times fit-the-screen. Often times there are specs not visible when zoomed out but become apparent on a large print so in order to fix them one has to move around the image a lot in a fully zoomed in mode like 800%+.
