When copying a text layer, paste should create a new text layer, not an image of the text

Description of the bug
When you try to copy and paste a text object, it pastes as an image instead of as a new text box / text layer.
Reproduction
This bug is always reproducible.
- Make a new text box with the text tool; type something.
- Switch to the move tool. Ensure the text box is selected.
- Press Cmd-C to copy.
- Press Cmd-V to paste.
Expected result: A new text layer is created that's a duplicate of the one I copied - without asking if I want a new layer or to anchor, as that's inapplicable for text layers.
Actual result: GIMP asks me whether to create a new layer or to anchor the pasted content. Either choice ends up pasting the image pixels of the text, but it's not recognized as a text box - nor is it editable.
