Misleading caption or malfunction regarding the crop tool in GIMP

Description of the bug
If you open an image in GIMP and use the crop tool with its default settings, it doesn't actually crop the image but only reduces the size of the visible/non-transparent area, leaving the rest of the image intact. The size remains the same, with the rest of the area becoming transparent.
It's necessary to disable the option "Current layer only" to really crop the image. Since a non-layered image in a JPEG or PNG format only consists of a single layer, this either doesn't work as expected, or the option is being misnamed.

Reproduction steps:
- Open a JPG file in GIMP
- Use the Crop Tool with the default setting ("Current layer only")
- Hit the enter key or click into the selection
--> The visibility of the image is reduced to the selection, but the image size remains the same. The rest is converted to transparency.
- Open a JPG file in GIMP
- Use the Crop Tool with the default setting ("Current layer only") disabled
- Hit the enter key or click into the selection
--> Cropping works as expected.
