Windows installer does not let you specify install location

Description of the bug
The Windows installer, even if you click 'Customize', does not allow you to specify the install location - it appears to be hard-coded to install in C:\Program Files\GIMP 2.
Reproduction
Is the bug reproducible? Always
Reproduction steps:
- Try to install GIMP.
- Get to the final step in configuring the installer, 'Ready to Install'.
- Observe that it has decided to use C:\Program Files\GIMP 2 with no opportunity to change this.
Expected result:
A stage at which the user can specify the install directory.
Actual result:
No stage at which the user can specify the install directory.
Additional information
I actually already have GIMP 2.8 installed in the proper location (D:\Program Files\GIMP 2) so the installer isn't even picking up the location of the pre-existing installation.
