Grayscale brush painting on 1-bit image

Description of the bug
I have an image with an "indexed (2 color)" color space (i.e. black and white). I'm painting with a brush. The edges of the brush strokes are grayscale. Expected result is only black or white colored strokes from the brush.
I haven't tried brushes with different hardness. The hardness is "100" both times I tried this technique.
It happens painting black strokes over a white image. It does not happen painting white strokes over a black image.
Reproduction
Is the bug reproducible? [Always / Randomly / Happened only once ] Always "Always" means both times I tried this technique.
Reproduction steps:
- Open 24-bit RGB image
- Colors --> Threshold to convert the graphics to B&W
- Image --> Mode --> Indexed. Choose "2-color".
- Choose paintbrush tool
- verify foreground color is black
- paint over white area Expected result: pixels painted are black
Actual result: edges of brush strokes are shades of gray
