improve Hue/Saturation Primary Color Modification

Description
When trying to remove lines from notebook paper by selecting blue and cyan as the primary colors to edit, areas AROUND the lines darken/lighten, rather than the lines themselves.
I'm not a programmer, but I would recommend working with the threshold for the tool. It almost seems to be in the same pattern as JPEG artifacts, so maybe some enhancement could be done to prevent GIMP from being tripped by that.
I've used Photoshop, and it correctly distinguishes the lines from the surrounding area, so I know it can be done. If whomoever reads this would like me to explain this more clearly, or for me to (somehow) help, I'd be happy to.
